I'm adding a "texture-pack" region flag which will send a texture pack URL for the client to download when you enter that region. On hold until Bukkit accepts my Player.switchTexturePack() API pull request. Also adding support for custom flags that other plugins register with WorldGuard. That is a work in progress on the "custom-flags" branch.
